What is PSPC and why it matters
The Performance Standard for Protective Coatings (PSPC) was adopted by IMO under resolution MSC.215(82) in 2006 and became mandatory for all newbuildings contracted after 1 July 2008. It sets minimum requirements for the protective coating of dedicated seawater ballast tanks and void spaces within the cargo area of bulk carriers and oil tankers, as well as double-side skin spaces of bulk carriers.
The standard exists because corrosion in ballast tanks has historically been a major cause of structural failure. PSPC ensures that the coating system applied during construction is robust enough to protect the steel throughout the vessel's service life — typically 15 years or more. For the site supervision team, PSPC compliance means documenting every stage of the coating process in detail, from surface preparation to final dry film thickness (DFT) measurements.
Key PSPC inspection stages
PSPC inspection follows a strict sequence. First, surface preparation — typically Sa 2½ blast cleaning — must be verified and documented, with surface profile readings taken at representative locations. The surface must be free from oil, grease, and soluble salts before any coating application. Temperature and humidity conditions must be recorded before, during, and after application.
Second, each coat — typically a two-coat epoxy system with a minimum 320 microns DFT per coat — must be applied within the specified overcoat interval. DFT measurements are taken at a density specified by the classification society (usually 1 reading per 5m² for spot measurements). Third, stripe coating of edges, welds, and free edges requires separate inspection. Finally, all holidays and damaged areas must be touched up before tank closure.
The documentation requirement is substantial: a coating technical file (CTF) must be maintained with all inspection records, product data sheets, application conditions, and DFT measurements available for class review at delivery.
